Operated by Westgate Ports, the Victoria Dock Rail Terminal creates a vital link between the Port of Melbourne and prime import and export freight catchment areas of south-eastern Australia. The terminal offers a three-track, dual gauge facility and can handle multiple trains each day.

The first train arrived at Victoria Dock in October 2009, and the terminal continues to attract intermodal rail services.
